WHEREAS, some residential neighborhoods of Baltimore
County are impacted by parked cars whose owners live outside
these neighborhoods, resulting in difficulties for residents
seeking parking space in their own neighborhoods; and
WHEREAS, residential parking regulations would
discourage persons from driving their automobiles to
congested residential areas for commercial, institutional
and industrial purposes and would thereby advance the public
health, safety and welfare of the citizens of Baltimore
County by reducing traffic congestion, air pollution, and
other environmental effects of automobile commuting; and
WHEREAS, the United States Environmental Protection
Agency has recommended, as published at 38 Federal Register
30629 (1973), parking restrictions to discourage automobile
commuting, and thereby aid in implementing the Clean Air Act
amendments of 1970; now therefore

AN ACT to change bid procedures by providing that bid
deposits may be in the form of either a certified check or a
bid bond in such form and with such surety or sureties as
may be approved by the purchasing agent or his deputy, by
repealing and re-enacting with amendments, the third
paragraph of Section VIII A.l. and the third paragraph of
Section VIII C.8. of The Purchasing Manual of Baltimore
County; and by repealing and re-enacting with amendments,
Section 26-7(d), title "Purchasing" of the Baltimore County
Code, 1978.

Bill No. 42-80
AN ACT to change the requirements relating to the
county's statement of expenses and to eliminate the
requirement of publication, by repealing Section 1-12 of
title 1 of the Baltimore County Code, 1978, and by enacting
in lieu thereof, a new Section 1-12 to said title and code.
