such natures as to cause the area to be classified as a
blighted area and that the rehabilitation, redevelopment or
combination thereof was necessary in the interest of the
public health, safety, morals and welfare of the residents
of the County, and enacted an Urban Renewal Plan for the
Glen Burnie Core area; and

WHEREAS, changed conditions in both 1976 and 1978
dictated that the County Council amend the Urban Renewal
Plan as originally enacted, and modifications of the
original Urban Renewal Plan were enacted by Bill Nos. 102-76
and 65-78; and

WHEREAS, pursuant to the Urban Renewal Plan as it has
existed from time to time certain properties have been
acquired by the County to be utilized in conformance with
the Plan; and

WHEREAS, as the first major attempt at implementing the
Urban Renewal Plan in 1978 the County solicited proposals
for the redevelopment of the Glen Burnie Core Area into a
regional commercial center in accordance with the then
existing Plan, but none of the proposals submitted were
determined to be feasible; and

WHEREAS, the County then undertook a comprehensive
review of the existing Urban Renewal Plan and the present
needs of the Glen Burnie Core Area and surrounding
communities; and

WHEREAS, this comprehensive review has resulted in the
preparation of a major revision to the existing Plan in
terms of major objectives and land use patterns; and

WHEREAS, the County Council finds that:

1.  A feasible method exists for the location of
any families who will be displaced from the urban renewal
area in decent, safe and sanitary dwelling accommodations
within their means and without undue hardship to such
families;

2.  This modification of the Glen Burnie Urban
Renewal Plan substantially conforms to the master plan for
the development of County as a whole; and

3.  This modification of the Glen Burnie Urban
Renewal Plan continues to afford maximum opportunity,
consistent with the sound needs of the County as a whole,
for the rehabilitation or redevelopment of the Urban Renewal
Area by private enterprise; and

WHEREAS, the Planning and Zoning Officer and the
Planning Advisory Board have advised the County Council of
their respective approvals of the proposed plan;

Effective Date April 8, 1980.
