COUNTY LOCAL LAWS

the storage and transportations of the chemical
polychlorinated biphenyl in Anne Arundel County.

WHEREAS, the chemical polychlorinated biphenyl (PCB),
its presence in this County, its dangerous characteristics,
its imminent and potential adverse effect on the citizens
and environment of Anne Arundel County, and the growing
enlightenment of the County Council and the citizens of this
County as to the dangerous qualities of PCB, require this
Council to conclude that an actual and acute emergency
exists in Anne Arundel County; and

WHEREAS, the County Council of Anne Arundel County has
determined that Polychlorinated Biphenyls (PCB) in any form,
is a toxic substance extremely dangerous to the citizens and
environment of Anne Arundel County;

WHEREAS, the County Council has and continues to become
increasingly aware of the dangerous characteristics of the
chemical PCB and that its inherently dangerous qualities
command that immediate legislative action is required for
the purposes of monitoring its presence and storage; and

WHEREAS, the County Council of Anne Arundel County
hereby determines that the need for strict controls and
registration of the current storage of such substance is
necessary to promote the public health, safety and welfare
of the citizens and environment of Anne Arundel County; and

WHEREAS, The purpose of this legislation is to protect
the health, safety and welfare of the citizens of Anne
Arundel County.

Effective Date February 15, 1980.

Bill No. 30-80

AN ORDINANCE to repeal and reenact, with amendments,
Section 19-200 (2) of the Anne Arundel County Code (1967
Edition and Supplements), Title 19, "Urban Renewal",
Subtitle 2, "Specific Urban Renewal Areas", to repeal and
reenact, with amendments Section 13-400(a)(2) of said Code,
Title 13, "Planning and Zoning", Subtitle 4 "General
Development Plan"; to repeal the Urban Renewal Plan for the
Glen Burnie Core Area as adopted by Bill No. 130-73 and
subsequently amended by Bill Nos. 102-76 and 65-78; to adopt
a modified Glen Burnie Urban Renewal Plan dated March, 1980;
to make minor adjustments to the boundaries of the Glen
Burnie Urban Renewal Area; and matters generally related
thereto.

WHEREAS, as the culmination of a long planning process,
the County Council by Bill Nos. 130-73 and 134-73 identified
the existing boundaries of the Glen Burnie Urban Renewal
Area, found that the area contained structures and uses of
