(3)  A personnel review of the Community
Development Administration including a comprehensive salary
survey, job qualifications, high turnover problems, and the
use of annual contracts for more than half of the Community
Development Administration staff;

(4)  An evaluation of the underwriting procedures
of the agency;

(5)  Exploration of ways in which the Community
Development Administration can expand its role in family
housing including a greater use of mixed income buildings
elderly and family housing by encouraging a variety of
housing types and the development of more innovative housing
opportunities for family and elderly clients persons and
incentives for home ownership;

(6)  An evaluation of the role of the Maryland
Housing Fund in supporting State housing programs; and

(7)  A review of code provisions and agency
regulations requiring local approval of housing proposals;
and be it further

RESOLVED, That the task force consist of the following
members:

(1)  Three members from the House of Delegates
appointed by the Speaker of the House;

(2)  Three members from the Senate of Maryland
appointed by the President of the Senate;

(3)  Nine members appointed by the Governor to
include:

(i) At least one consumer;

(ii) At least one provider or developer;

(iii) At least one representative of the
financial community;

(iv) At least one local housing program
administrator.

The chairman should be appointed from among the members who
are not from the Department of Economic and Community
Development; and be it further

RESOLVED, That the task force be urged to present a
progress report to the General Assembly by December 1, 1981,
and a final report by September 1, 1982; and be it further

RESOLVED, That copies of this Resolution be sent to:
