JOINT RESOLUTIONS

RESOLVED, That a copy of this Resolution be sent to the
Honorable Harry Hughes, Governor of Maryland; the Honorable
James Clark, President of the Senate of Maryland; the
Honorable Benjamin Cardin, Speaker of the House of
Delegates; James B. Coulter, Secretary of the Department of
Natural Resources, Tawes State Office Building, Annapolis,
Maryland 21401.

A House Joint Resolution concerning

Governor's Housing Task Force

FOR the purpose of urging the Governor to appoint a task
force to study the demand for subsidized housing; to
review the policies and procedures of the Community
Development Administration; to evaluate the role of the
Maryland Housing Fund; recommending a method of
appointment of members to the task force; and urging
that the task force submit certain reports by certain
dates.

WHEREAS, There is a large demand for subsidized housing
in this State and the demand has exceeded the supply; and

WHEREAS, Rapid increases in the cost of new
construction and in mortgage interest rates over the past 3
years have placed growing pressures on the housing needs of
low and moderate income households; and

WHEREAS, The effectiveness with which the Community
Development Administration addresses these housing needs
will help determine the quality of life in the 1980's for
many of Maryland's citizens; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is urged to create a task force to be called the
Governor's Housing Task Force to study the problems outlined
above, and to undertake the following additional activities:

(1)  A statewide housing needs assessment
including an examination of alternate feasible allocation
guides for statewide distribution of assisted housing;

(2)  An examination of the relationship of the
Department of Economic and Community Development and
Community Development Administration and the advisability of
establishing an independent housing finance agency with an
independent board of directors;
