A House Joint Resolution concerning

Commission on Emotionally Disabled Children
and Adolescents

FOR the purpose of establishing a Commission on Emotionally
Disabled Children and Adolescents; designating its
membership, responsibilities, and expiration date of
the Commission; and urging the Secretary of Health and
Mental Hygiene to adopt and implement a certain program
of the Commission pertaining to the Maryland Community
Mental Health Services Act.

WHEREAS, There is a significant number of mentally
disabled children and adolescents in Maryland needing
psychiatric and ancillary services; and

WHEREAS, Many of these mentally disabled have long
suffered from lack of appropriate care and treatment; and

WHEREAS, The needs of these children and adolescents
have become so complex, extensive, and chronic that a
comprehensive, coordinated program on a statewide basis is
required to assure a service delivery system more
responsive, available and accessible; and

WHEREAS, A statewide program for the uniform delivery
of these services does not exist; and

WHEREAS, The Maryland State Department of Health and
Mental Hygiene and other State agencies, including the
Maryland State Department of Education and the Maryland
