AN ACT to amend Chapter 2, title, "Administration" of
the Montgomery County Code, 1972, as amended, to add a new
Section 2-27A, title "Procedures to Monitor, Review and
Coordinate the County Housing and Development Authorization
Process", to provide for a statement of purpose, to require
the establishment of a cost-benefit analysis of County
regulatory requirements, to establish procedures for an
economic impact analysis of proposed new County regulatory
requirements, to require the development of simplified and
streamlined measures in the development process, to
establish an ombudsman and expediter function, and to
require an Annual Report to the County Executive and County
Council.
Effective Date February 12, 1979.

Chapter 41
AN ACT to amend Chapter 22, title "Fire Safety Code" of
the Montgomery County Code 1972, as amended, to provide a
new Section 22-4A, title "Certification Procedure", to
provide a certification procedure to be utilized by
architects for compliance with the fire safety requirements;
to add new subsections (e) and (f) to Section 22-6, title
"Administration Generally", to provide that changes in fire
safety requirements during the course of construction must
follow the Director's written finding that such change is
necessary for public safety; to add a new Section 22-15A,
title "Compilation of Requirements", to provide that
information on the standards and administrative processes
concerning fire safety requirements be prepared and
transmitted to the department or office responsible for the
compilation and publication of the development manual for
integration into such manual.

Chapter 42
AN ACT to amend Chapter 49, title "Streets and Roads",
of the Montgomery County Code, 1972, as amended, by adding a
new subsection 49-24A, title "Accumulation of snow and ice
on sidewalks, walkways and pathways from parking areas
prohibited; penalty"; to provide that landlords of multiple
family dwelling units and owners of property designated for
a commercial use in any of the commercial zones included in
Division 59-C-4 of the Zoning Ordinance shall be required to
remove snow and/or ice to the extent necessary to provide
reasonably safe pedestrian use of access from sidewalks,
walkways and pathways from parking areas; to require sanding
