EXECUTIVE ORDERS
importance in providing State government services to
the people of Maryland; and
WHEREAS, A series of studies have recommended extensive
changes in the State's personnel and compensation
systems; and
WHEREAS, There is a need to reevaluate the State's policy
on personnel;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY
ARTICLE II OF THE CONSTITUTION OF MARYLAND AND BY
ARTICLE 41, SECTION 15C OF THE ANNOTATED CODE OF
MARYLAND HEREBY ISSUE THE FOLLOWING EXECUTIVE ORDER
EFFECTIVE IMMEDIATELY:
1. The Governor's Commission on Compensation and
Personnel Policies is hereby created;
2. The Commission consists of nine members
appointed by the Governor, two of whom shall be
members of the Senate recommended by the
President of the Senate, two of whom shall be
members of the House of Delegates recommended by
the Speaker of the House, the Secretary of
Personnel, the Secretary of Budget and Fiscal
Planning, and four shall be from the private
sector. The Governor shall designate the
Chairperson;
3. The Commission shall conduct an in-depth
study of the State's compensation and personnel
policies and in connection therewith shall:
(a) Review the findings and
recommendations of previous studies of the
State's compensation and personnel systems, and
determine the extent to which such
recommendations have been or should be
implemented;
(b) Hold hearings at which persons with an
interest in the compensation and personnel
policies of the State may present their views;
(c) Conduct such meetings, research
projects, investigations and discussions as may
be necessary to gather information relating to
the subject and specifically to determine:
(1) The extent to which State salary
levels are competitive in attracting and
retaining a qualified and productive workforce;
