the amendments thereto, and the rules and
regulations promulgated thereunder.

(d) The Balance of State Private Industry
Council shall meet at such times (no less
than five times each year) and in such
places as the Chairperson deems
appropriate, such meetings to be publicly
announced, and, to the extent appropriate
and permitted by law, open and accessible
to the general public.

6.  Training and Employment Office

(a)  The Training and Employment Office,
formerly the State Manpower Planning
Office, shall assist the Secretary of Human
Resources in carrying out his
responsibilities for the implementation of
the State of Maryland's responsibilities
under the Comprehensive Employment and
Training Act Amendments of 1978.

(b)  The Training and Employment Office
shall be a component agency of the
Department of Human Resources. The Office
shall be headed by a Director appointed by
the Secretary of Human Resources.

7.  Cooperation of State Departments and Agencies

All State departments and agencies will cooperate
with the Secretary of Human Resources, the
Training and Employment Office, the State
Employment and Training Council and the Balance
of State Planning Council to effectuate the
purposes of this Order.
