AN ACT concerning
Statewide Cost Allocation
FOR the purpose of altering the nature of certain supporting
data that the Governor is required to submit to the
General Assembly with the budget bill.
BY repealing and reenacting, with amendments,
Article 15A - Budget and Fiscal Planning
Section 20(b-l)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 15A - Budget and Fiscal Planning
20.
(b-1) Beginning with the budget bill submitted for
fiscal [1976] 1982 and in addition to the requirements of
subsections (a) and (b) of this section, the supporting data
submitted by the Governor to the General Assembly for each
department and agency shall include (1) [the expenses for
other personnel costs (including but not limited to
contributions to retirement programs, contribution for the
Social Security Program, and the cost of the State's share
of medical, hospital, health, or other types of insurance
programs); and (2) an amount for the pro rata share of a
department or agency of the cost of fuel, utilities,
housekeeping services, security, and capital facilities, if
these items are not directly funded as part of the budget of
the department or agency. The expenses shall be itemized
and classified as to the program or purpose with each
department or agency to conform to the budget bill and shall
include the amounts actually expended for the last completed
fiscal year, the amount appropriated for the current fiscal
year, and the amount proposed for the next fiscal year. The
Governor shall also submit an informational schedule of
costs allocating to each department or agency of the State
its pro rata share of the total cost of operating the
departments of Personnel, State Planning, General Services,
