ACQUIRE ANY SUCH RAILROAD LINE IN WASHINGTON COUNTY, THE
BOARD OF COUNTY COMMISSIONERS MAY CONTRIBUTE FROM THE
GENERAL FUNDS OF THE COUNTY SUCH PORTION OF THE WHOLE COST
OF SUCH LINE AS IT MAY DETERMINE TO BE REASONABLE AND
PROPER, BEFORE ANY GENERAL FUNDS OF THE COUNTY ARE EXPENDED
FOR ANY OF SUCH PURPOSES. THE BOARD OF COUNTY COMMISSIONERS
SHALL ADOPT THE RESOLUTION AND HOLD THE PUBLIC HEARING AS
PROVIDED IN PARAGRAPH (B)(2) OF THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported by
three-fifths of all the members elected to each' of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

FOR the purpose of exempting from the road tax on motor
carriers, certain antique trucks.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

(D) THIS SUBTITLE DOES NOT APPLY TO ANY PRIVATELY
OWNED ANTIQUE TRUCK, PROVIDED THE TRUCK IS REGISTERED AS AN
HISTORIC MOTOR VEHICLE IN COMPLIANCE WITH § 13-936 OF THE
TRANSPORTATION ARTICLE AND DISPLAYS APPROPRIATE REGISTRATION
PLATES ISSUED BY THE MOTOR VEHICLE ADMINISTRATION.
