Chapter No. 103

A BILL ENTITLED

AN ACT to amend Division 3, titled, "Landlord—Tenant
Regulations," of Subtitle 13, titled, "Housing," of the
Prince George's County Code, 1975 Edition as amended, to
provide for a vice-chairman of the Commission; to provide
that the Commission may recommend members to serve as
chairman and vice-chairman; to require landlords to post a
sign noting the existence of the Landlord—Tenant Commission;
to authorize the subpoena of business records and other
documents; to provide for the issuance of subpoenas for
investigative purposes; deleting the requirements that the
Commission prepare a rent control report and a model lease;
to provide that the landlord may promulgate written rules
consistent with the lease and provide a copy thereof to the
tenants; to remove the provision that permits the landlord
to enter the tenant's premises other than in an emergency;
to require tenants to provide landlords with a key if locks
have teen altered or added by tenants; to provide for late
fees; to provide security deposits to be paid into an
account in a bank or savings and loan institution in the
State of Maryland to bring the County security deposit law
into accord with tie State security deposit law; to provide
that either an oral or written lease be entered into between
landlords and tenants; to provide that all leases and
tenancies shall be subject to certain conditions as
presently required in written leases; to provide that blind
and deaf tenants be permitted to keep and maintain a dog of
their choice; to prohibit certain provisions in leases; to
provide that prohibited lease provisions shall be
unenforceable; to provide that a landlord shall be liable
for certain damages for tendering a lease containing
prohibited provisions; to provide for certain limitations on
appeals; to provide for a tenant's acknowledgement of
automatic renewal provisions; to provide for written
complaints; to change certain time limitations; and to make
certain technical corrections.

AN ACT to amend Section 2-146 of Subtitle 2, titled
"Administration", of the Prince George's County Code, 1975
Edition, as amended, to provide that the failure of a vendor
to provide the initial purchaser of a residential
condominium unit in Prince George's County with full
disclosure as required by Section 11-124, Article—Real
Property, Annotated Code of Maryland, {1974 Edition, 1976
Supplement) known as the Horizontal Property Act, shall be
