A House Joint Resolution concerning

Marketing Homes at Lower Prices — Low Income Accessibility

FOR the purpose of requesting certain realty organizations
to implement plans to market homes in certain areas at
low prices so as to increase accessibility of home
buying to persons of lower incomes.

In recent years, the cost of housing has risen.
astronomically. Unfortunately, these costs have not only
dimmed the dreams of many low income Marylanders of becoming
homeowners, but they have also forced these people to become
trapped in rental arrangements dominated by investors and

landlords. These costs have prevented many low income

Marylanders__from becoming homeowners. In some cases they

have been forced into unsatisfactory rental arrangements.

Residents of the inner city have been particularly
suffered affected, as their communities and neighborhoods
have become overrun by blight and deterioration, as a result
of the neglect and indifference of absentee landlords and
profiteers. One urban area, the 38th Legislative District
of Baltimore City, is especially entrenched impacted by this
unpleasant situation.

To enable these citizens to break the bonds of those
deplorable tenancies and to enhance the community with To
enable these citizens to improve their circumstance and to
encourage more homeowners, the implementation of a plan to
market homes at low prices, would make home buying a reality
for inner city residents. Instead of thousands of homes
falling into the hands of absentee landlords, becoming

renters,__many of these people could become homeowners

through this real estate fair plan would which could make
available homes at under $10,000 or $12,000 and, thus,
accessible to the residents; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
General Assembly requests that the Greater Baltimore Board
of Realtors, and Realtist, Inc. implement such a plan
especially in the 38th Legislative District of Baltimore
City by gathering realtors and others in the housing
industry to market houses for less than $10,000 or $12,000;
and be it further

RESOLVED, That copies of this Resolution be sent to the
President of the Greater Baltimore Board of Realtors, Mr.
John W. Steffey, 1501 West Mt. Royal Avenue, Baltimore,
Maryland 21217; the President of Realtist, Inc., Ms Denise
DeLavar DeLeaver, 2312 West North Avenue, Baltimore,
Maryland 21216; Lexington Improvement Association, Mr.
Vernon Young,__1904 W. Lexington, Baltimore, Maryland 21201;
