WHEREAS, Representatives of the fire department and
the Harbor Tunnel Authority reported that if the accident
had occurred inside the Harbor Tunnel it would have been
a holocaust;
WHEREAS, Tank trucks carrying flammable material are
generally very safe vehicles; however, there is no
guarantee that the accident that occurred outside the
Harbor Tunnel could not occur inside the Tunnel;
WHEREAS, There are alternative routes available for
flammable liquid carriers that would not endanger lives;
now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor and the Secretary of the Department of
Transportation are requested to promulgate rules and
regulations as soon as possible to prohibit certain
flammable material carriers from using the Harbor Tunnel;
and be it further
RESOLVED, That copies of this Resolution be sent to
the Governor, the Honorable Marvin Mandel and the
Secretary of the Department of Transportation, the
Honorable Harry Hughes.

A Senate Joint Resolution concerning
Cosmetology Industry — Government Regulation
FOR the purpose of requesting the appointment of a
Commission to study the statutory powers and rules
and regulations of the State Board of
Cosmetologists; and generally relating to the
cosmetology industry in Maryland.
WHEREAS, In 1935, the State Board of Cosmetologists
was created in order to regulate the cosmetology industry
in the State of Maryland. Since that time numerous
amendments to the "Cosmetologists" subtitle have resulted
in a regulatory structure which is somewhat disjointed
and ambiguous. Consequently, each year the General
Assembly is faced with spending much of its valuable time
