of job content vis—a-vis all other jobs within the
system; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That a
comprehensive study of Maryland State employee
compensation be undertaken by the General Assembly with
the advice of the most qualified consultant available if
necessary, and be it further
RESOLVED, That this General Assembly develop a
comprehensive compensation policy and a plan for State of
Maryland employees, and be it further
RESOLVED, That this study be under the direction of
the Policy Committee of the General Assembly, and be it
further
RESOLVED, That a report to the General Assembly be
available for the 1978 Legislative Session; and be it
further
RESOLVED, That copies of this Resolution be
forwarded to the President of the Senate, Speaker of the
House, Governor, Chairman of the House Appropriations
Committee, Secretary of the Department of Budget and
Fiscal Planning, and Secretary of the Department of
Personnel.

(House Joint Resolution 124)
A House Joint Resolution concerning
Tank Trucks — Harbor Tunnel
FOR the purpose of requesting the Governor and the
Secretary of the Department of Transportation to
prohibit certain vehicles from using the Harbor
Tunnel.
WHEREAS, On March 24, 1977, a minor rear end
accident resulted in a substantial amount of property
damage because one of the vehicles was a tank truck
carrying flammable fuel, which caught fire and destroyed
a number of vehicles;
WHEREAS, The unique aspect of this accident is that
it occurred immediately outside the Harbor Tunnel
