JOINT RESOLUTIONS

considering legislative proposals attempting to correct
and modify the organizational and regulatory structure
for the regulation of the cosmetology industry. At
times, legislative proposals before the General Assembly
are in themselves contradictory and counterproductive to
each other; and
WHEREAS, The State of Maryland is being deprived of
thousands of dollars annually by the "practice of kitchen
cosmetologists" who operate businesses from basements,
garages, and kitchens of their homes without licenses;
and
WHEREAS, It is time to take corrective action and
recodify statutory provisions relating to the regulation
of the cosmetology industry and to establish a regulatory
structure which is clear and concise for the benefit of
the industry as well as protection of the public; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor appoint a Commission to study Article 43,
Sections 529 through 555 and Rules and Regulations
promulgated pursuant thereto and to review the procedures
of the State Board of Cosmetologists for the purpose of
making recommendations to the 1979 1978 General Assembly;
and be it further
RESOLVED, That the Commission be composed as
follows:
Senate of Maryland - three members to be appointed
by the President;
House of Delegates - three members to be appointed
by the Speaker;
Maryland State Hairdressers and Cosmetologists
Association, Inc. — one member selected by the
Association;
Maryland Alliance of Beauty Salon Owners - one
member selected by the Alliance;
Maryland Association of Beauty Schools, Inc. - one
member selected by the Association;
Maryland State Beauty Culturists Association, Inc. —
one member selected by the Association;
Master Beauticians Association - one member selected
by the Association;
State Board for Higher Education — one member from
