RESOLVED, That the State Board for Higher Education
undertake periodic surveys of library deficiencies among
public higher education institutions for the purpose of
recommending measures to correct deficiencies noted; and
be it further
RESOLVED, That copies of this Resolution be sent to
Dr. Sheldon Knorr, Commissioner of Higher Education, and
to all chief administrators and head librarians of higher
education institutions in Maryland.

A House Joint Resolution concerning
Commission on Condominiums
FOR the purpose of requesting that a commission be
established to investigate current condominium laws
and to make recommendations for the implementation
of a comprehensive policy to guide future
condominium development.
WHEREAS, There has been a significant increase in
condominium development and ownership in recent years;
and
WHEREAS, The costs of all types of housing have
risen substantially, thereby causing an increased
financial burden on all purchasers of residences; and
WHEREAS, The credibility of condominium developers
in Maryland has been subjected to question as a result of
practices by certain developers; and
WHEREAS, Condominium purchasers presently possess
limited avenues of recourse in situations involving
financially unstable condominium developers; and
WHEREAS, There has been no formulation of overall
policy at the State level with regard to condominium
development and ownership; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
this Body requests that the Governor, President of the
