A House Joint Resolution concerning
Flexitime
FOR the purpose of requesting that the Secretary of the
State Department of Personnel conduct a pilot study
to determine the feasibility of implementing a
flexitime program for State employees and to report
his findings to the General Assembly by a certain
date.
WHEREAS, Flexitime is a system whereby individual
workers are given some degree of freedom in determining
their own arrival and departure time within certain
limits; and
WHEREAS, Flexitime originated in Europe in the mid
1960's and has expanded in usage to thousands of public
and private organizations at the present time; and
WHEREAS, The potential benefits of instituting such
a system, such as reduction of sick leave and lateness,
improvement of employee morale and increased productivity
through more profitable utilization of work hours, appear
to outweigh potential inconveniences.; and
WHEREAS, Agencies of State Government such as the
Departments of Education, Health and Mental Hygiene and
Transportation lend themselves and appear to be receptive
to a pilot study of flexitime; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Secretary of the State Department of Personnel
conduct a pilot study in conjunction with State agencies
such as those enumerated above to determine the
feasibility of implementing a flexitime program for State
employees and report his findings to the General Assembly
on or before January 1, 1978; and be it further
