(House Joint Resolution 19)
A House Joint Resolution concerning
Purchasing and Procurement Policies Task Force
FOR the purpose of requesting the Maryland General
Assembly to create a Purchasing and Procurement
Policies Task Force to review, study and make
recommendations in State purchasing and procurement
laws and regulations.
WHEREAS, There have been numerous bills introduced
in the past several sessions of the General Assembly
relating to purchasing and to the procurement of various
goods and services required by State government agencies;
and
WHEREAS, Three bills on this subject were assigned
to the House Committee on Appropriations and two items
were assigned to the Senate Finance Committee for the
1976 Interim; and
WHEREAS, The House Committee on Appropriations has
established a special subcommittee on State data
processing to study State procurement policy as it
relates to the automatic data processing equipment
(including peripherals), software, services and supplies,
which subcommittee is urging adoption of its recommended
legislation and subsequent adoption by the task force
established by this Resolution; and
WHEREAS, The Code Revision Commission is pursuing
certain aspects of procurement in its current revision of
the Transportation Article; and
WHEREAS, The laws relating to purchasing and
procurement are scattered throughout the various articles
of the Code and the legislature's approach to review and
amendment has been piecemeal rather than comprehensive;
