(House Joint Resolution 8)
A House Joint Resolution concerning
Services to the General Assembly by State
University and College Systems
FOR the purpose of requesting the appropriate committee
or subcommittee of the House of Delegates and
Senate, sitting jointly, Legislative Policy
Committee to study the feasibility of adopting
methods and procedures to provide various kinds of
university and college services to the Legislature.
WHEREAS, It is appropriate that the Legislature
utilize the unique skills found in our State higher
educational facilities; and
WHEREAS, Other states have availed themselves of
this opportunity by establishing methods and procedures
for these institutions to provide extensive services to
their state legislatures; and
WHEREAS, Specific utilization in other states has
been of assistance to the legislature in special research
projects, consulting services, training and continuing
education facilities, staffing of special commissions or
committees, conducting special studies on issues of
particular concern to the legislature on short notice,
conducting annual training programs for legislators and
the publishing of a legislative calendar on a daily basis
during the legislative session; and
WHEREAS, Maryland could benefit from the experience
and know—how of other states in establishing a similar
program designed for the specific needs of the Maryland
General Assembly; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the General Assembly request the appropriate committee or
