Bill No. 43-75

AN ACT to remove certain obsolete provisions in our
County Code regarding Landlord and Tenant
relationships which have teen superseded by public
general laws, and to provide under certain
conditions safeguards for tenants involving the
leasing of residential rental units, and to provide
for the District Courts to hold rent payments in
escrow where there is a dispute between landlord and
tenant over rent payments, to adjudicate their
grievances, to investigate any such matter brought
before said courts, to disburse said escrow monies
and to make awards as to the abatement of rent and
to enter up judgment against either the landlord or
the tenant as justice may require, by repealing
Sections 16-1 through 16-5, 16-6, 16-7 and 16-8 of
the Baltimore County Code, 1968, title "Landlord and
Tenant", by redesignating Section 16—5.1 thereof
(1974 Cumulative Supplement) as Section 16-3, by
redesignating Section 16—9 thereof as Section 16.4,
by redesignating Section 16—10 thereof as Section
16-5, said redesignated Sections to be under new
Article II. Miscellaneous Provisions, and by
enacting new Sections 16—1 and 16-2 to said code and
title under new Article I. Rent Escrow Law.

AN ACT to clarify the present law as to the purchase,
possession and consumption of alcoholic beverages by
parsons under twenty—one years of age and to conform
the local law to recent changes in State law as
enacted by Chapter 850, Acts of 1974, by repealing
and re—enacting with amendments Section 13-1 of the
Baltimore County Code, 1968, title
"Offenses—Miscellaneous".
