MARYLAND, That Section 5(f) of Article 62B - Maryland
Port Administration, of the Annotated Code of Maryland
(1972 Replacement Volume and 1974 Supplement) be and it
is hereby repealed and re-enacted, with amendments, to
read as follows:

(f) To acquire, construct, reconstruct,
rehabilitate, improve, maintain, lease as lessor or as
lessee, repair and operate port facilities within its
territorial jurisdiction, including the dredging of ship
channels and turning basins and the filling and grading
of land therefor, and to establish reasonable rules and
regulations for the use of any project which are not
inconsistent with the provisions of this article or any
other applicable law of the State of Maryland, including
rules and regulations it deems necessary to govern the
parking and operation of motor vehicles in and on its
port facilities. The rules and regulations shall be
reasonably necessary for the safety of persons and
property, or for the efficient operation of port
facilities, AND SHALL INCLUDE PROCEDURES FOR THE
VOLUNTARY PAYMENT OF FINES IN UNCONTESTED PARKING CASES
DIRECTLY TO THE ADMINISTRATION. Any person violating the
motor vehicle rules and regulations is guilty of a
misdemeanor and upon conviction thereof shall be fined
not more than [one hundred dollars ($100.00) or
imprisoned for not more than sixty (60) days, or both
fined and imprisoned] $500. VIOLATIONS OF THE PARKING
REGULATIONS ARE NOT MISDEMEANORS, AND THE MAXIMUM PENALTY
FOR A PARKING VIOLATION IS $50. The Port Administration
security police may issue [summonses for these
violations.] CITATIONS FOR VIOLATIONS OF MOTOR VEHICLE
REGULATIONS [[OR FOR VIOLATIONS OF ANY RULE OR REGULATION
PROMULGATED BY THE ADMINISTRATION]].
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.
