Preamble
WHEREAS, It has been found and determinded that the
health, safety, morale, and general welfare of the
present and future inhabitants of the Washington Suburban
Sanitary District, lying in portions of [[Montgomery and
Prince George's Counties]] PRINCE GEORGE'S COUNTY,
Maryland , will be better served, and the current
uncontrolled land use development patterns now and in the
future will be improved through the orderly and timely
extension and authorization of public water and sewer
facilities and services in accordance with officially
adopted and approved plans, programs and policies of the
governing [[bodies of the respective Counties]] BODY OF
PRINCE GEORGE'S COUNTY: and
WHEREAS, The subordination of public water and sewer
connections, hook—up or authorizations for service to
duly adopted and approved plans, programs, and policies
of the elected governing [[bodies of the respective
Counties]] BODY OF PRINCE GEORGE'S COUNTY is to provide
for a better overall program of orderly growth and
provision of adequate public facilities through a
sequential development policy commensurate with
progressing availability and capacity of public
facilities; and
WHEREAS, County adopted plans, programs and policies
attempt to guide community development in the directions
outlined, while at the same time encouraging the orderly
provision of adequate public facilities for the housing,
distribution, comfort, safety, health, welfare, and
convenience of local residents; and
WHEREAS, Experience over the last decade and a half
has indicated clearly that drastic and dramatic shifts in
population distribution has pointed up serious defects
and deficiencies in land use controls and has come under
increasing attack by legal commentators and students of
urban problems, because of pronounced distortions in
local and metropolitan growth patterns and, perhaps more
importantly, in crippling efforts toward local, regional,
and State—wide problem solving, be it pollution, decent
housing, or adequate public facilities; and
WHEREAS, The present addition to public local law
merely seeks, by implementation of a coordinated
decision—making process, to coordinate and time urban
growth, and provide for a balanced, cohesive community
dedicated to the efficient utilization of land and its
resources, including publically provided services;
SECTION 1 BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 3—5 of the Washington Suburban
