Planning, and the State Land Use Board concerning
such contents and elements of the State development
plan, and the manner, method and procedures for the
preparation thereof; providing that the initial
State development plan [[to]] be completed by
December 31, 1976; providing that the State
development plan shall contain potential areas
identified as of critical State concern, and the
designation of such areas; providing that the
Department of State Planning establish certain data
reference standards, and a State depository system
for plans, and have certain authority in reference
thereto; providing for the method and procedure for
the submission, adoption, approval, filing and
distribution of State development plan after its
preparation and for the respective authority and
duties of the Secretary of State Planning, the
Department of State Planning, the State Land Use
Board, and the Governor in relation thereto;
providing for the legal effect of the State
development plan; making certain nomenclaturial
changes throughout the sections of this Article;
providing for the creation of a State Land Use Board
within the Department of State Planning with a
certain independent status, and for its membership,
chairman, tenure, compensation, staff, funding, and
for Board members and certain staff to be subject to
the provisions, of the State Financial Disclosure
Law; requiring units of State government to provide
staff, assistance, and information to and
cooperation with the Board; requiring certain
cooperation and assistance by local government with
the Board; providing for certain general powers and
duties of the Board, and for the Board to have
certain authority concerning adoption of the State
development plan; authorizing the Board to designate
areas of critical State concern and the adoption of
guidelines and criteria for the use, development or
construction in such designated areas; providing
illustrations of and factors and characteristics for
consideration in designating areas of critical State
concern; providing for the inclusion in the State
development plan of designated areas of critical
State concern and the guidelines and criteria
therefore; providing for certain dates for initial
proposals for areas of critical State concern;
providing for the Board to make a statement of
certain reasons when designating a particular area
of critical State concern; providing for the
procedure to be followed in designating an area of
critical State concern; or the guidelines and
criteria pertaining thereto; providing for the
filing of the description of a designated area of
critical State concern; providing procedures for the
