MORE THAN ONE YEAR, OR BOTH. IF THE PERSON IS A BUSINESS
ENTITY AND NOT A NATURAL PERSON, EACH OFFICER AND PARTNER
OF THE BUSINESS ENTITY WHO KNOWINGLY AUTHORIZED OR
PARTICIPATED IN THE VIOLATION IS GUILTY OF A MISDEMEANOR
AND, UPON CONVICTION, IS SUBJECT TO THE SAME PENALTIES AS
THE BUSINESS ENTITY.

(B)    THIS SUBTITLE SHALL BE LIBERALLY CONSTRUED TO
REQUIRE FULL DISCLOSURE.

(C)    THE FIRST REPORT UNDER THIS SUBTITLE SHALL BE
DUE ON OR BEFORE SEPTEMBER 1, 1975, FOR THE REPORTING
PERIOD OF TWELVE MONTHS ENDING JULY 31, 1975.

SECTION 4. AND BE IT FURTHER ENACTED, That Section
1 of this Act shall take effect 12:01 a.m. September 2,
1974.

SECTION 5. AND BE IT FURTHER ENACTED, That
[[Sections 2 and 3]] Section 3 of this Act shall take
effect July 1, 1974.

SECTION 6. AND BE IT FURTHER ENACTED, That Section
2 of this Act shall take effect January 1, 1975.

AN ACT concerning

Department of State Planning — State Land Use

[[FOR the purpose of defining certain terms used in this
Article; stating certain legislative findings,
policy and the purpose of this Article concerning
land use management and planning; providing that
decisions of State units [[to]] be consistent with
the State development plan; providing for the
contents and elements of the State development plan,
the manner, method and procedures for determining
the contents and elements thereof, and for preparing
the State development plan, any amendment, revision
or change thereto, the relationship of the State
development plan and any local government plan, and
for the respective authority and duties of the
Secretary of State Planning, the Department of State
