(d) A fee of two dollars ($2.00) shall be paid for the renewal
and conversion of a motorcycle license to a Class E license.

92B.

Whenever in this Article 66½ or any other laws or regulations
of the State of Maryland, any reference is made to Operators', Chauf-
feurs', Special Chauffeurs', or Motorcycle Operators' licenses or
records, said reference is hereby intended to mean Driver's license
of any class issued by the Department of Motor Vehicles.

Sec. 2. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not affect the other
provisions or any other application of this Act which can be given
effect without the invalid provision or application, and to this end, all
the provisions of this Act are hereby declared to be severable.

Sec. 3. And be it further enacted, That all laws or parts of laws,
public general or public local, inconsistent with the provisions of
this Act are hereby repealed to the extent of any such inconsistency.

Sec. 4. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 160
(House Bill 454)

AN ACT to repeal Article 64B of the Annotated Code of Maryland
(1968 Replacement Volume and 1968 Supplement), title "Metro-
politan Transit Authority" and to add new Article 64B to the
Annotated Code of Maryland (1968 Replacement Volume and
1968 Supplement), title "Metropolitan Transit District"; to create
the Metropolitan Transit District and the Metropolitan Transit
Authority to plan, develop, finance, construct and operate or cause
to be operated improved transit facilities AND IMPROVEMENTS
THERETO in said District; to create a Board of Directors to
govern the Authority and to provide for the selection of the mem-
bers of the Board of Directors and their alternates; to authorize
the Authority to enter into agreement or other arrangements with
the Federal Government, State of Maryland, or any agency or
political subdivision of any of them, to provide transit facilities
and service and to finance the acquisition and operation of its
transit facilities; TO AUTHORIZE THE STATE AND THE
POLITICAL SUBDIVISIONS TO MAKE CONTRIBUTIONS TO
THE AUTHORITY AND TO ENTER INTO FINANCIAL
AGREEMENTS WITH THE AUTHORITY; TO PROVIDE
THAT PARITY BE GIVEN THE WASHINGTON SUBURBAN
TRANSIT DISTRICT IN THE ALLOCATION OF STATE
FINANCIAL RESOURCES FOR THE METROPOLITAN
TRANSIT DISTRICT; to provide for the administrative expenses
of the Authority; to authorize the Authority to issue revenue bonds,
