equipment trust certificates, special tax bonds and other evidences
of debt; to authorize the Authority to exercise exclusive control
over the rates charged and the service performed by the transit
facilities owned or controlled by it; to provide for the coordination
of the operation of the publicly and privately owned or controlled
transit facilities; to authorize the Authority to operate the transit
facilities owned or controlled by it or provide for the operation
of such transit facilities by arrangements with others; to
acquire AUTHORIZE THE ACQUISITION OF the transit facili-
ties of private carriers; to provide a labor policy for the protection
of its employees and those of its contractors; to provide relocation
assistance and payments; to exempt bonds and other evidences of
debt and the interest thereon and the property, activities and in-
come of the Authority from taxation by the State of Maryland and
the political subdivisions thereof; to grant the Authority the power
of eminent domain; to provide jurisdiction for actions by or against
the Authority; to provide for the enlargement of the geographical
area embraced within the District; to generally relate to the
operation by the Authority of transit facilities and services in
the District; to amend Article 78 of the Annotated Code of Mary-
land (1964 Replacement Volume, as amended), title "Public Serv-
ice Commission Law," by adding new Sections 59A, 69A, 75A
and 88A 56A, 56B, 56C, 69A, 75A, 88A, AND 88B to provide for
substitution of Public Service Commission for former Metropolitan
Transit Authority in regulating fares and service for transporta-
tion within the Metropolitan Transit District and the persons en-
gaged in such transportation; TO IMPOSE A SEAT TAX ON
MASS TRANSIT OR TRANSPORTATION SYSTEMS OR COM-
PANIES IN THE METROPOLITAN TRANSIT DISTRICT; TO
PROVIDE FOR THE DISPOSITION OF THE UNOBLIGATED
FUNDS OF THE FORMER METROPOLITAN TRANSIT AU-
THORITY; TO IMPOSE CERTAIN REQUIREMENTS UPON
THE METROPOLITAN TRANSIT AUTHORITY AND THE
PUBLIC SERVICE COMMISSION; and to provide for the effec-
tiveness of this Act.

Section 1. Be it enacted by the General Assembly of Maryland,
That Article 64B of the Annotated Code of Maryland (1968 Replace-
ment Volume and 1968 Supplement), title "Metropolitan Transit
Authority," be and it is hereby repealed; and that all assets, tangible
or intangible, including, but not limited to, personal property, money
due and owing, accounts receivable, chattel paper, contract rights,
owned or in the name of the Metropolitan Transit Authority created
under said Article 64B be transferred to the Metropolitan Transit
Authority created under Section 2 of this Act ON AND AS OF
MAY 31, 1969: AND THAT ALL LIABILITIES, DEBTS, EX-
PENSES AND OBLIGATIONS OF THE METROPOLITAN
TRANSIT AUTHORITY CREATED UNDER SAID ARTICLE
64B REMAINING UNPAID AND UNSATISFIED ON MAY 31,
