tion, or plan so engaged in which employees participate and which
exists for the purpose, in whole or in part, of dealing with employers
concerning grievances, labor disputes, wages, rates of pay, hours, or
other terms or conditions of employment.
(f) The term "employee" means an individual employed by an
employer.
(G) THE TERM "DEPARTMENT" AS USED IN THIS SUB-
TITLE MEANS THE DEPARTMENT OF LABOR AND IN-
DUSTRY.
80E.
The prohibitions in this subtitle shall be limited to individuals
who are at least forty five EIGHTEEN FORTY-FIVE years of age
but less than sixty-five years of age: Provided, That in order to effec-
tuate the purposes of this subtitle the Commissioner may by rule or
regulation issued under section 80B of this subtitle provide for appro-
priate adjustments, either upward or downward, in the maximum and
minimum age limits provided in this section.
80F.
THE COMMISSIONER OF LABOR AND INDUSTRY MAY IS-
SUE SUCH RULES AND REGULATIONS AS HE DEEMS NEC-
ESSARY AND APPROPRIATE TO THE ADMINISTRATION
AND ENFORCEMENT OF THE PROVISIONS OF THIS SUB-
TITLE.
Sec. 2. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not affect the other
provisions or any other application of this Act which can be given
effect without the invalid provision or application, and to this end,
all the provisions of this Act are hereby declared to be severable.
Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1968.

(House Bill 476)
AN ACT to repeal and re-enact, with amendments, Section 47 of
Article 88B of the Annotated Code of Maryland (1964 Replacement
Volume), title "State Police," subtitle "Central Accident Records
Bureau," to provide that Central Accident Records Bureau shall
furnish copies of reports relating to any accident to any person
requesting such report and that the Central Accident Records
Bureau shall provide duplicating facilities for copying accident
report, and the maximum charge allowed for use of the duplicating
facilities.
