1600                            JOINT RESOLUTIONS

Whereas, to bring order out of chaos, and to crystallize the entire
field of Retail Credit Sales, there should be a revision of the existing
laws and all should be placed under a comprehensive statute; and

Whereas, the Administrator of Loan Laws is responsible for the
administration of existing laws, and should be responsible for the
drafting of any new law; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Gover-
nor of Maryland be requested to appoint a committee to prepare a
comprehensive law covering the entire Retail Credit Sales Field;
and be it further

Resolved, That the Chairman of this Committee should be the
Administrator of Loan Laws, ONE OF ITS MEMBERS SHOULD
BE A REPRESENTATIVE OF THE MARYLAND COUNCIL OF
RETAIL MERCHANTS, INC., ONE OF ITS MEMBERS SHOULD
BE A REPRESENTATIVE OF THE MARYLAND BANKERS'
ASSOCIATION, and its other members should be representatives
of the general public and the General Assembly; and be it further

Resolved, That the Governor be requested to appropriate sufficient
monies to accomplish the purpose of the committee, the drafting of
a comprehensive Retail Credit Sales Act; and be it further

Resolved, That copies of this Resolution be sent to the Governor
of Maryland, and the Administrator of Loan Laws.

(House Joint Resolution 1)

House Joint Resolution requesting the Joint Board of Health and
Mental Hygiene to study the problem of transportation of mentally
ill, mentally retarded and physically ill persons to various State
mental health facilities, State chronic disease hospitals, and other
facilities in the State of Maryland.

Whereas, There exists in the State of Maryland a problem of
transportation of patients to State mental hospitals, clinics and
other community mental health facilities; and

Whereas, Although the Police Departments have provided these
services, it has found it to be a burden upon them requiring that
they temporarily interrupt their police duties to provide such trans-
portation; and

Whereas, The transportation of the mentally retarded to hospitals
and community day-care facilities, likewise is inadequate; and

Whereas, The Department of Health has continuing problems with
the transportation of physically ill to hospitals and health facilities
throughout the State; and
