Whereas, The Health and Welfare Council of the Baltimore Area,
Inc. was unsuccessful in an attempt to secure Federal funds for a
study of this problem; and
Whereas, A lack of a solution of this problem has resulted in an
inability to properly care for and treat successfully various mentally
ill, mentally retarded, and physically ill persons by appropriate
methods because of this lack of transportation; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Joint
Board of Health and Mental Hygiene is requested to undertake to
make a study of the problem of transportation of mentally ill, men-
tally retarded and physically ill persons to State mental health
facilities, State chronic disease hospitals and other health facilities
throughout the State of Maryland; and be it further
Resolved, That the Joint Board of Health and Mental Hygiene
report the results of such study to the Legislative Council in 1968;
and be it further
Resolved, That copies of this Resolution be sent to the members
of the Joint Board of Mental Health and Hygiene.

House Joint Resolution expressing the concern of the General As-
sembly over the present methods followed in issuing official
publications by State departments and agencies.
Whereas, It is acknowledged that there is a need for a great variety
of publications by State departments and agencies; and
Whereas, There is an apparent lack of direction and supervision
of official publications issued by various State departments and
agencies; and
Whereas, This lack of direction and supervision makes it ex-
tremely difficult to determine the costs of these publications with
any degree of accuracy; and
WHEREAS, Closer supervision and direction would result in more
efficient and less costly publication of required materials; now,
therefore, be it
Resolved by the General Assembly of Maryland, That a closer
look will be taken at the process of publication of materials by
various departments and agencies; and be it further
