Anne Arundel County, Maryland, AND OF THE NEED FOR RE-
CONSTRUCTION OF ROUTE 214 AS A TWO-LANE HIGHWAY
BEGINNING AT THE VICINITY OF PONDER ROAD AND
EXTENDING APPROXIMATELY 2,100 FEET TO A POINT AP-
PROXIMATELY 0.2 MILES SOUTH OF TURKEY POINT ROAD,
IN MAYO, ANNE ARUNDEL COUNTY, MARYLAND, the recon-
struction of which is hereby authorized and directed to be under-
taken as soon as practicable.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 117
(Senate Bill 135)

AN ACT to repeal and re-enact, with amendments, Section 6(c) of
Article 14B of the Annotated Code of Maryland (1957 Edition
and 1967 Supplement), title "State Boat Act," to raise the fee
for certificates issued under the State Boat Act.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 6(c) of Article 14B of the Annotated Code of Maryland
(1957 Edition and 1967 Supplement), title "State Boat Act," be and
it is hereby repealed and re-enacted with amendments to read as
follows:

6.

(c) All certificates heretofore issued under the provisions of this
section in the years 1960, 1961 and 1962 shall expire on December
31, 1962. All certificates issued in the year 1963 shall be valid for
a period of not more than three years and shall expire on December
31, 1965; and all certificates issued in 1964, 1965 and 1966 shall be
valid for a period of not more than three years and shall expire on
December 31 of the third year after issuance, counting the year of
issuance. Thereafter all certificates shall be issued for a one-year
period at a fee of [two] five dollars [(2.00)] ($5.00). The fee for
a certificate to replace one lost, destroyed or corrected shall be one
dollar ($1.00). The Department of Chesapeake Bay Affairs shall
record all transactions and transfers of numbered boats. The De-
partment also may record any amount of money owing on a vessel
required to be numbered hereunder at the time of sale, and the De-
partment shall not effect a transfer of ownership until any such
amount of money owed thereon has been paid in full, unless said
amount is recorded on the new title, and the Department may make
such rules and regulations as deemed necessary to enforce the pro-
visions of this sentence, including the charging of the sum of two
dollars ($2.00) for every recordation of unpaid money under the
provisions of this sentence.
