before every first day of October thereafter. The programs to be
adopted on or before October 1, 1966, and each annual revision of such
programs thereafter, shall be prepared, submitted and adopted in the
manner and form and according to the procedures hereinafter speci-
fied. The term "Five Year Program" as hereinafter used includes
those water and sewerage programs adopted on or before October 1,
1966, and each of the subsequent annual revisions. [such program] by
the addition thereto of additional projects TO BE ADDED TO SUCH
EXTENSION PROGRAMS, AND SUCH PROGRAMS and annual
revisions thereof shall set forth the order of construction priority
FISCAL YEAR IN WHICH THE COMMISSION CONTEMPLATES
THE CONSTRUCTION and estimated cost of each project included
therein. Said Commission shall thereafter adhere to and follow such
program in the priority so established PROGRAMS for the extension
of its facilities and shall not deviate or depart from such order of
priority CONSTRUCT ANY PROJECT PRIOR TO THE FISCAL
YEAR IN WHICH IT IS SCHEDULED IN SAID PROGRAM until
and unless said Commission IF THE PROJECT IS TO BE CON-
STRUCTED IN PRINCE GEORGE'S COUNTY, OR THE COUNTY
COUNCIL FOR MONTGOMERY COUNTY IF THE PROJECT
IS TO BE CONSTRUCTED IN THAT COUNTY, by resolution
shall determine and declare that, for the immediate preservation of
the public health and safety, it is necessary to change the order of
priority and to direct the extension of such facilities without regard
to the order of priority previously established, and except as other-
wise required by this section. In Montgomery County the proposed
programs shall contain the addition, deletion, modification, or resched-
uling of projects and such programs, including the annual revisions
thereof, shall set forth the following information concerning each
proposed project: (1) the estimated maximum diameter, length, and
location of water and sewer lines; (2) the capacity, and approximate
location, of pumping stations; (3) the maximum population which
could be served by each sewer construction item AS IT IS PRO-
POSED TO BE DESIGNED; (4) the maximum area limits which
could be served by gravity systems for each sewerage system con-
struction item AND THE AREA WHICH EACH SUCH ITEM IS
DESIGNED TO SERVE, SUCH AREAS TO BE SET FORTH
IN A GENERAL NARRATIVE STATEMENT AND ON A MAP;
(5) the demonstrated need for each project which will include a
presentation of appropriate facts justifying such proposed construc-
tion and (6) the estimated cost of each construction item in the
program. Any material change in the finally adopted five-year pro-
gram, excluding only normal deviations from the listed estimated
costs shall require an amendment of the program in accordance with
the provisions of this section.] WITH THE PROGRAMS THE COM-
MISSION SHALL ALSO SUBMIT THE SAME INFORMATION
FOR ALL PROJECTS WHICH HAVE BEEN PREVIOUSLY AP-
PROVED WITH RESPECT TO WHICH A CONSTRUCTION
CONTRACT HAS NOT BEEN LET AND ONE YEAR HAS
ELAPSED SINCE THE LAST DATE OF APPROVAL.
(b) Content of program, (1) Each five year water and sewerage
program shall enumerate the proposed projects by location or other
appropriate description, and for convenience the Commission may
assign project numbers thereto. (2) For each sewer project the Com-
mission shall indicate the area which such project is designed to serve,
