depicting the area in a general narrative statement and on a map.
It is recognized that the boundaries of drainage basins may not coin-
cide with roads or natural landmarks, but where feasible the narrative
statements and maps should indicate a project area by reference to
natural landmarks or existing roads. It is not intended, however, that
a legal description for the area for which a project is designed to
serve be prepared. (3) The water and sewerage programs shall show
for each project, as applicable, the following information: (i) the
estimated capacity and approximate location of any pumping station
involved or proposed; (iii) the population figures, and the Commis-
sion's statement of the basis therefor, involved in the area for which
each sewer project is designed to serve; (iv) the fiscal year or years
in which the Commission contemplates construction of the project;
(v) a summary statement of the Commission's reasons for listing the
project in the program: (vi) the estimated cost of each project or
stages thereof if the project is proposed for construction in stages
in different fiscal years; (vii) the amount of any contribution to con-
struction the Commission has received or has required, as of the date
of submission of the proposed program, as a condition precedent to
construction of the project or of any stage thereof. (4) Each program
shall of the project, including the right of the County Council
to disapprove or designate as limited access or request deferral, all as
in subsection (d) set out, (i) any previously approved project with
respect to which none of the requirements of the Commission prece-
dent to construction have been accomplished and one year has elapsed
since the last date of approval; (ii) any previously approved project
with respect to which all of the requirements of the Commission's
conditions precedent to construction have not been accomplished, and
two years have elapsed since the late date of approval; and (iii) any
previously approved project with respect to which a construction
contract has not been let and three years have elapsed since the last
date of approval. For the purposes of this section, the five-year pro-
jected programs of major extensions of sewer and water facilities
shall include sewer mains of fifteen inches or over, water mains of
sixteen inches or over, sewage or water pumping stations, force[d]
mains, storage and other major facilities, except such of those lines as
are necessary to replace or- reinforce existing mains or, with respect
to water mains, those which will provide only local service and may
be of a hereinabove mentioned size merely as a small segment of a
future main so as to avoid unnecessary and uneconomical duplication
at the time of construction of a subsequent major project. [The pro-
gram shall indicate, by project, those lines for which construction
contributions have been made or committed, together with the
amounts of such contributions, as of the date of the preparations of
the proposed program.] Each program shall be available to public
view and inspection at the Commission offices and a reasonable
number of copies shall be made available [at cost] to satisfy all
reasonable requests therefor.
[(b)] (c) Recommendations of Park and Planning Commission.
Fifty or more days before the required adoption date of its annual
five-year sewer and water construction programs, the Commission
shall transmit to the Maryland-National Capital Park and Planning
Commission its proposed programs, along with a general statement
in explanation of each, [such proposed program, and the] The
