financing of such construction and the placing of the Expressway in
operation. Any obligation or expense heretofore or hereafter in-
curred by the Commission for traffic surveys, borings, preparation of
plans and specifications, and other engineering services in connection
with the construction of the Expressway shall be regarded as a part
of the cost of the Expressway and shall be reimbursed to the Com-
mission out of the proceeds of revenue bonds issued for the Express-
way as hereinafter authorized.
(d) The word "bonds" or the words "revenue bonds" shall mean
revenue bonds authorized under the provisions of this subheading.
(e) The word "owner" shall include all individuals, copartner-
ships, associations or corporations having any title or interest in any
property rights, franchises, easements and interests authorized to be
acquired by this subheading.
Sec. 2. And be it further enacted, That wherever in the laws, reso-
lutions, ordinances, rules and regulations, accounts and records of
the State of Maryland and of any political subdivision of the State,
as well as of any commission, department, board or other agency of
the State, or of one of its political subdivisions, the words "Express-
way" (when used in reference to the Northeastern Expressway) or
"Northeastern Expressway" appear the same shall be changed to be
a reference to the "John F. Kennedy Memorial Highway."
Sec. 3. And be it further enacted, That the effect of this Act is
subject to and contingent upon similar action by the State of Dela-
ware thus to rename that portion of the highway formerly known as
the Northeastern Expressway which lies within the State of Dela-
ware.
Sec. 4. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of the members elected to
each of the two Houses of the General Assembly, the same shall take
effect from the date of its passage.

(Senate Bill 34)
AN ACT to add new Section 23A to Article 15A of the Annotated
Code of Maryland (1957 Edition), title "Budget and Procurement",
subtitle "Budget Bureau", to follow immediately after Section 23
thereof, requiring the Director of the Department of Budget and
Procurement to promulgate and enforce rules and regulations to
assure an economical and efficient use of motor vehicles in the
several departments, boards, bureaus, commissions and agencies
of the State government, and relating generally to the content of
these rules and regulations and to the Director's report of their
administration.
