Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 23A be and it is hereby added to Article 15A of
the Annotated Code of Maryland (1957 Edition), title "Budget and
Procurement", subtitle "Budget Bureau", to follow immediately
after Section 23 thereof, and to read as follows:
23 A.
(a) The Director shall promulgate and enforce rules and regula-
tions to assure an economical and efficient use of motor vehicles in
the several departments, boards, bureaus, commissions, and other
agencies of the State government.
(b) These rules and regulations may SHALL apply to all phases of
the purchase, maintenance, and use of motor vehicles, and shall be di-
rected, as far as practicable and feasible, (1) to acquiring motor ve-
hicles with the lowest possible initial cost and cost of maintenance,
AS FAR AS PRACTICABLE AND FEASIBLE; (2) to requiring
effective, efficient, and inexpensive use of all motor vehicles; and (3)
to the compilation and maintenance of accurate and detailed cost
accounting records covering the acquisition and use of ANY AND
ALL USES OF all motor vehicles.
(c) The Director shall report in detail annually to the General
Assembly the text of such rules and regulations currently in effect
and the problems involved in assuring compliance with the directions
and aims of this section.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

(Senate Bill 47)
AN ACT to repeal and re-enact, with amendments, Section 1 of Ar-
ticle 17 of the Annotated Code of Maryland (1963 Supplement),
title "Clerks of Courts", sub-title "General Duties of Clerks", cor-
recting an error ERRORS in the law relating to the duty of clerks
of court to record certain judgments, decrees, deeds and rights.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 1 of Article 17 of the Annotated Code of Maryland
(1963 Supplement), title "Clerks of Courts", sub-title "General
Duties of Clerks", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
1.
Every clerk shall have the custody of the books and papers pertain-
ing to his office, and shall carefully keep current and preserve the
same; he shall file all papers delivered to him to be filed, and shall
