forth the determination of the Commission as to the period or
periods during which such payment shall be made, and (c) for direct-
ing the trustee in the collection, holding and disbursements of the
toll revenues so to be paid over to it. And whenever it shall happen
that under the terms of such supplemental agreement it is not neces-
sary that the Commission pay such tolls and revenues from the above-
mentioned bridge to the trustee as aforesaid, then such tolls and
revenues shall be paid into the revenue fund account of the said
Commission with reference to such new bridge and the tolls shall
remain in effect for such bridge and shall continue to be collected by
the Commission and disbursed by it in accordance with the provisions
of the resolution or trust agreement authorized by Section 148 of
this subheading and as provided by law.

143.

As used in this subheading, the following words and terms shall
have the following meanings, unless the context shall indicate an-
other or different meaning or intent:

(a)    The word "Commission" shall mean the State Roads Com-
mission, or, if said Commission shall be abolished, the board, body or
commission succeeding to the principal functions thereof or to whom
the powers given by this subtitle to the Commission shall be given
by law.

(b)  The word "Expressway" or the words ["Northeastern Express-
way"] "John F. Kennedy Memorial Highway" shall mean the express
highway or superhighway constructed by the Commission under the
provisions of this subheading, embodying such safety devices as grade
separation at intersections with other highways and railroads, long-
sight distances, ample shoulder widths and, if and to the extent
deemed feasible by the Commission, center division and multiple lanes
in each direction, and including all bridges, tunnels, overpasses, un-
derpasses, interchanges, entrance plazas, approaches, approach roads,
toll houses, service stations, garages, restaurants, and administration,
storage and other buildings and facilities which the Commission may
deem necessary for the operation of the Expressway, together with
all property, rights, franchises, easements and interests which may
be acquired by the Commission for the construction or the operation
of the Expressway.

(c)   The word "cost" as applied to the Expressway shall embrace
the cost of construction, including bridges over or under existing
highways and railroads, the cost of acquisition of all land, rights of
way, property, rights, franchises, easements and interests acquired
by the Commission for such construction, the cost of demolishing or
removing any buildings or structures on land so acquired, including
the cost of acquiring any lands to which such buildings or structures
may be moved, the cost of all machinery and equipment, financing
charges, interest prior to and during construction and, if deemed
advisable by the Commission, for a period not exceeding one year
after completion of construction, cost of traffic estimates and of
engineering and legal services, plans, specifications, surveys, esti-
mates of cost and revenues, other expenses necessary or incident to
determining the feasibility or practicability of constructing the Ex-
pressway, administrative expense, and such other expenses as may
be necessary or incident to the construction of the Expressway, the
