highway improvements; authorizing the Board of Public Works
and other State agencies to cooperate with the State Roads
Commission in the study; authorizing the State Roads Com-
mission to enter into agreements with the appropriate agencies
of the Federal Government to assist in the financing of the study
and providing that a report of its findings and recommendations
be made to the Legislative Council and the 1963 Session of the
General Assembly.
WHEREAS, Senate Joint Resolution No. 10 passed at the 1961
Session of the General Assembly directed the State Roads Com-
mission, in conjunction with a Committee appointed by the Chair-
man of the Legislative Council, to make a study of local highway
needs of the State and its political subdivisions and to make recom-
mendations relative to the distribution of motor vehicle revenues
and the means of providing the cost of the proposed highway
program; and
WHEREAS, at the conclusion of a series of meetings of the Joint
Committee it was determined that a report should be made to the
Special Legislative Council Committee recommending that a broad
and comprehensive highway needs study, including the secondary
and local highway needs, be undertaken by the State Roads Com-
mission which would report its findings and recommendations to
the Special Committee, which in turn would report to the Legisla-
tive Council and to the 1963 Session of the General Assembly; and
WHEREAS, it is deemed essential that such a highway needs study
be undertaken and completed and its findings and recommendations
made known to the Legislative Council and to the 1963 Session of
the General Assembly, now, therefore be it
Resolved, That the State Roads Commission be and is hereby
authorized and directed forthwith to undertake a study of the pri-
mary and secondary highway needs of the State including the
highway needs of the counties, cities and municipalities thereof,
and provide a proposed method of distribution of motor vehicle
revenue funds to the Counties and other political subdivisions of
the State, and to provide for the cost of financing the proposed
highway program; and be it further
Resolved, That such study shall include, but not be limited to,
mass transportation problems, corridor movements of traffic in
urban areas and local highway problems affecting urban and rural
areas of the State; and be it further
Resolved, That the State Roads Commission shall, in connection
with the study and recommendations, ascertain the highway needs
and desires of the political subdivisions of the State through con-
sultation with local government authorities and local planning
boards and commissions and by holding public hearings to de-
termine local highway needs in the several areas of the State, if
such hearings are deemed desirable; and be it further
Resolved, That the State Roads Commission shall avail itself of
information and findings available from transportation, traffic and
