490 JOINT RESOLUTIONS

other highway studies heretofore conducted or now being con-
ducted by the State and its political subdivisions; and be it further

Resolved, That the Board of Public Works is hereby authorized
to reimburse the Commission from the General Emergency Fund,
to the extent not paid by an agency of the Federal Government,
such cost and expense necessary to conduct and complete the study.
The State Roads Commission is authorized to enter into agreements
with the Federal Government or any agency thereof under which
certain Federal Funds may be made available to help defray the
cost of the study and the various State agencies and departments
are authorized to cooperate with the Commission in order that the
study, report and recommendations will encompass the best pos-
sible results as to the highway needs of the State and its political
subdivisions and a recommended method of solving and financing
such needs; and be it further

Resolved, That the State Roads Commission shall, from time to
time, confer with and seek advice and guidance of the Special
Legislative Committee appointed by the Chairman of the Legislative
Council which has heretofore considered this problem to the end
that a complete and comprehensive primary and secondary high-
way needs program, including a recommended method of financing
same, shall be submitted to the 1963 Session of the General Assem-
bly; and be it further

Resolved, That a copy of the report dated December 4, 1961,
from John B. Funk, Chairman-Director of the State Roads Com-
mission, addressed to Senator Edward O. Weant, Jr., Chairman
of the Special Committee appointed by the President of the Legis-
lative Council, is hereby attached to this Resolution as an exhibit
for the guidance of the State Roads Commission and other inter-
ested bodies and organizations and as an expression of legislative
direction in connection with the completion of the report and
recommendations authorized and directed by this Resolution.

Dear Senator:

At the conclusion of the several meetings which the Legislative
Council Committee had with the State Roads Commission pertinent
to Senate Joint Resolution No. 10, a conclusion was reached which
is to be found in the Minutes of our last meeting on Friday,
October 6, 1961, which reads as follows:

"The Committee agreed with the State Roads Commission that
the study requested by Senate Joint Resolution 10 should not be
limited to the Bailey report. The State Roads Commission will,
therefore, submit a suggested comprehensive study of Maryland
