FOLIO 16; THENCE IN A SOUTHERLY DIRECTION ALONG
THE EASTERLY BOUNDARY OF SAID "CLINTON GARDENS"
SUBDIVISION TO A NORTHERLY BOUNDARY OF "JAMES G.
BALLARD'S SUBDIVISION" AS PER PLAT THEREOF RE-
CORDED AMONG THE LAND RECORDS OF PRINCE
GEORGE'S COUNTY, MARYLAND, IN PLAT BOOK BB:8 AT
FOLIO 24; THENCE EASTERLY ALONG SAID NORTHERLY
BOUNDARY OF JAMES G. BALLARD'S SUBDIVISION TO THE
MOST WESTERLY BOUNDARY OF SAID SUBDIVISION
THENCE SOUTHERLY ALONG THE SAID WESTERNMOST
BOUNDARY to the southwest corner of Lot 11-A, as shown on
the aforesaid plat of James G. Ballard's Subdivision; thence in a
southerly direction in a straight line to the center of Piney Creek
where said creek crosses the road running between Surrattsville
and Cheltenham; thence southerly about 1.3 miles with the center
line of said Piney Creek to the center line of Piscataway Creek;
thence southwesterly about 5.3 miles with the center line of Piscat-
away Creek to its point of intersection with the existing Regional
District boundary; thence northerly and easterly about 10.8 miles
with the said existing Regional District Boundary to the point of
beginning.

SEC. 2. And be it further enacted, That no municipal corporation
within the areas added by this Act to the Maryland-Washington
Regional District shall be authorized, by means of an amendment to
its charter or otherwise, to exercise any of the powers relating to
planning, subdivision control and/or zoning now or hereafter granted
by the said Maryland-Washington Regional District Act to the Mary-
land-National Capital Park and Planning Commission or the County
Commissioners of Prince George's County. If this section shall for
any reason be held by any court of competent jurisdiction to be
invalid, it is hereby declared to be the intention of the General
Assembly that this Act is severable and that the remaining portions
of this Act would have been enacted without the invalid portions.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1959. THAT THIS SECTION IS HEREBY DECLARED
TO BE AN EMERGENCY MEASURE AND NECESSARY FOR
THE IMMEDIATE PRESERVATION OF THE PUBLIC HEALTH
AND SAFETY, AND HAVING BEEN PASSED BY A YEA AND
NAY VOTE SUPPORTED BY THREE-FIFTHS OF THE MEM-
BERS ELECTED TO EACH OF THE TWO HOUSES OF THE

the south boundary line of said subdivision to its intersection with
the east line of James G. Bollard's Subdivision, recorded among the
aforesaid Land Records in Plat Book B. B. 8, as Plat No. 24; thence

in a southerly and westerly direction with and along the east and

south boundary lines of said James G. Bollard's Subdivision OF
