WHEREAS, The people of Maryland and their elected representa-
tives should be informed and advised as to whether or not there are
conditions of Unauthorized Practicing of Law prevalent in the State
of Maryland which constitute a danger to the welfare of its citizens;
and

WHEREAS, If such a condition inimical to the welfare of the citizens
of Maryland exists, corrective legislation, carefully and soundly
drafted, should be presented to the General Assembly for action in
the 1961 session; now, therefore, be it

Resolved, That the Chairman of the Legislative Council of Mary-
land, be requested to appoint a special sub-committee consisting of
three members of the House of Delegates and three members of the
Senate of Maryland to study the problem of Unauthorized Practice
of Law in Maryland; and be it further

Resolved, That this sub-committee when appointed be requested
to meet and organize promptly, and to submit a report and recom-
mendations to the Legislative Council and to the General Assembly
not later than October 1, 1960.

(House Joint Resolution 12)

Resolution to urge the Congress of the United States and the U. S,
Army Engineers to participate in the creation of & AN INLAND
waterway between the Delaware Bay and the Chesapeake Bay.

WHEREAS, Constant competition between the many ports of the
United States for the foreign trade of the nation has resulted in
certain extensive waterway projects throughout the nation; and

WHEREAS, Shipping trade and commerce in this area would be
greatly aided by a AN INLAND waterway between the Delaware
Bay and the Chesapeake Bay WITH AN ALTERNATE ROUTE
by way of the Pocomoke River; and

WHEREAS, Planning and construction of such a project will re-
quire the efforts of the State involved plus necessary aid from
the Federal Government; now, therefore, be it
