shall be a person of broad experience and high standing in his pro-
fession and shall have had not less than five years' experience in
building design or construction. If the person appointed as Building
Engineer is not a graduate of a recognized school of collegiate grade,
he shall have not less than ten years' experience in building design
or construction and must be able to satisfy the County Commis-
sioners that his experience amply qualifies him to meet the require-
ments and needs of the position.

(b)   The Building Engineer shall hold office for a term of four
years and until his successor shall have been appointed and qualify.
He shall be paid an annual salary of not less than $6,000.00 (per year.
The County Commissioners may remove the Building Engineer for
official misconduct, incompetency, or neglect of duty. Any vacancy in
the term of the Building Engineer shall be filled by the County Com-
missioners for the unexpired portion of the term. The term of the
Building Engineer first appointed shall expire January 1, 1959.

(c)   The Building Engineer shall devote his entire time to the
duties of his office. He shall have supervision over and advise the
Board of County Commissioners and all County Departments and
agencies in connection with all engineering and architectural ques-
tions and matters pertaining to any and all County public improve-
ments; and all contracts, plans and specifications for any and all
public improvements shall be submitted to the Building Engineer
who shall inspect such plans and submit or return them to the
County Commissioners with his recommendations concerning the
same, provided that for the purposes of this section, the term Public
Improvements" shall include the construction, maintenance and re-
pair of any and every building, structure or other public work now
owned or hereafter constructed or acquired by the County Commis-
sioners of Frederick County, the School Board of Frederick County,
or any agency, department or board of Frederick County; except
that nothing in this section shall apply
to THE BOARD OF EDU-
CATION OF FREDERICK COUNTY TO roads, bridges or other
road structures built, maintained or repaired by the County Roads
Board and the Board of County Commissioners.

(d)  In addition to the duties mentioned in Sub-section (c) the
Building Engineer shall:

(1) Advise and assist the Board of County Commissioners and
County Departments and agencies on all matters of engineering,
architecture, surveys, plans, specifications and contracts for public
improvements.

(4) Review maintenance and operation of public improvements
to the extent that any engineering or architectural questions are
involved.
