fully perform the duties entrusted to them, as provided in Article
1, Section 6 of the Constitution of the State of Maryland, and they
shall furnish bond in the penalty of $2,000.00 to the Board of Alco-
holic Beverages License Commissioners of Allegany County and the
Board of County Commissioners of Allegany County jointly, con-
ditioned, "that said inspectors shall well and faithfully execute the
said office in all things appertaining thereto." The cost of said bond
shall be paid by the County Commissioners of Allegany County.
The inspectors for Allegany County shall be known as "Alcoholic
Beverage Inspectors for Allegany County."

SEC. 2. And be it further enacted, That this Act be declared an
emergency measure and necessary for the immediate preservation
of the public health and safety and having been passed by a yea
and nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

CHAPTER 452
(Senate Bill 493)

AN ACT to add a new section to Article 11 of the Public Local Laws
of Maryland (1930 Edition), title "Frederick County", sub-title
"County Commissioners", said new section to be known as Section
140A, under the new sub-heading "Building Engineer", said new
section to follow immediately after Section 140 thereof, relating
to the appointment of a Building Engineer, the duties, powers and
salary of such Engineer in Frederick County and the control of
the County Commissioners over such Engineer.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 11 of the
Public Local Laws of Maryland (1930 Edition), title "Frederick
County", sub-title "County Commissioners", said new section to be
known as Section 140A, under the new sub-heading "Building Engi-
neer", said new section to follow immediately after Section 140
thereof, and to read as follows:

BUILDING ENGINEER

140 A. (a) The County Commissioners of Frederick County are
hereby authorized and empowered to appoint or employ some suit-
able person as Building Engineer of Frederick County. The County
Commissioners of Frederick County, when appointing a Building
Engineer, shall give first consideration to the qualifications of those
who are graduates in Engineering or Architecture from a recognized
college or technical school of collegiate grade. The Building Engineer
