and liabilities of the Mayor and Common Council of New
Windsor and all property, rights and credits belonging to
the Burgess and Commissioners of New Windsor or to
which the Burgess and Commissioners of New Windsor
are entitled, are hereby declared to be the property, rights
and credits of the Mayor and Common Council of New
Windsor.
264. All persons who have resided within the said cor-
porate limits of said town for twelve months next preced-
ing the election, and who are qualified to vote for dele-
gates to the General Assembly of Maryland, and all other
persons non-resident of said corporation, but who may be
otherwise so qualified and who own real or personal estate
in said town of the value of at least five hundred dollars,
shall, on the first Monday of [May ensuing the passage of
this Act, and on the same day and month in each and
every year thereafter, elect by ballot one person for Bur-
gess and five persons for Commissioners, each of whom
shall be at least twenty-five years of age, and shall have
resided in said town at least one year previous to the day
of election, and be the owners of real or personal prop-
erty, or both, in his own right in said corporate town,
assessed at more than six hundred dollars] June, 1954,
and on the first Monday of June of every second year
thereafter, elect one person to be Mayor of New Windsor,
who shall be at least twenty-five years of age and shall
have resided in said town at least one year previous to
the day of his election, and be the owner of real or per-
sonal property in his own right in said town, assessed at
at least six hundred dollars. The Mayor of New Windsor
shall serve for a term of two years from the date of his
election and until his successor shall be duly elected and
qualified. And all such electors possessing the qualifica-
tions as aforesaid, shall on the first Monday of June, 1954,
elect five persons who possess the same qualifications as
the Mayor to serve as members of the Common Council
of New Windsor. Of the persons so elected as members
of the Common Council of New Windsor, the two having
the highest number of votes shall serve for a term of two
years and the other three shall serve for a term of one
year and until their successors are elected and qualified,
and thereafter there shall be held in the Town of New
Windsor an election on the first Monday of June of each
and every year. In the year 1955 and in every second year
thereafter, three members of the Common Council shall
be elected and in the year 1956 and every second year
