"Carroll County", sub-title "New Windsor", be and they
are hereby repealed and re-enacted, with amendments, and
that two new sections be and they are hereby added to
said Article 7, to follow immediately after Section 262, to
be known as Sections 262A and 262B, and all to read as
follows:

262. The citizens of the Town of New Windsor, in
Carroll County, [Maryland]are hereby constituted a body
corporate by the name of [the Burgess and Commis-
sioners] The Mayor and Common Council of New Wind-
sor, and by that name [may] shall have perpetual succes-
sion, sue and be sued, and have and use a common seal.

262A. All the duties, powers and authority heretofore
vested in the Burgess and Commissioners, of New Windsor
by Sections 263 to 297, inclusive, of Article 7 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Carroll County", sub-title "New Windsor", (being the
charter of the Town of New Windsor) are hereby vested
in the Mayor and Common Council of New Windsor, and
that all the powers, duties and authority vested in the
Burgess by said sections are hereby vested in the Mayor
of New^ Windsor, and all the power, duty and authority
vested in the Commissioners of New Windsor by said sec-
tions are hereby vested in the Common Council of New
Windsor, and the person who, at the time this Act shall
take effect, is lawfully discharging the duties of the
Burgess of New Windsor shall continue in the office of
Mayor of New Windsor, and the persons who, at the time
this Act shall take effect, are lawfully discharging the
duties of Commissioners of New Windsor shall continue
in the offices of members of the Common Council of New
Windsor, and all persons heretofore appointed to offices or
positions by or under the authority of the Burgess and
Commissioners^ of New Windsor shall continue in such
office or position under the Mayor and Common Council
of New Windsor until their successors are duly elected,
appointed and qualified.

262B. All ordinances, by-laws and resolutions hereto-
fore passed or enacted by the Burgess and Commissioners
of New Windsor and now in force, are hereby continued
in force until repealed, superseded or amended by the
Mayor and Common Council of New Windsor and that
all debts, obligations and liabilities heretofore assumed by
the Burgess and Commissioners of New Windsor or for
which the Burgess and Commissioners of New Windsor
are liable, are hereby declared to be the debts, obligations
