QUIRE, BY PURCHASE OR CONDEMNATION,
PROPERTY FOR THE ERECTION OF FLOOD CON-
TROL STRUCTURES AND INSTALLATIONS AND
ARE FURTHER AUTHORIZED AND EMPOWERED
TO INSTALL, CONSTRUCT OR OTHERWISE AC-
QUIRE AND TO MAINTAIN ALL SUCH STRUC-
TURES AND INSTALLATIONS.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 305 of the Code of Public Local
Laws of Baltimore County (1948 Edition), being Article 3
of the Code of Public Local Laws of Maryland, title "Balti-
more County", sub-title "Public Works", sub-heading
"Roads, Bridges, Sidewalks and Storm Water Drainage",
be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
305. (a) The Roads Engineer of Baltimore County shall
have the power and authority to approve in writing the
general plan of streets, avenues and highways which may
be adopted by the County Commissioners of Baltimore
County, or as any plan so adopted may be amended. Said
Roads Engineer may formulate a general plan of laying
out and locating streets, alleys and highways in Baltimore
County, and recommend the same to the County Commis-
sioners of Baltimore County, who, if they approve the same,
are authorized to accept and adopt it as a general plan for
the location of streets, and ways in said territory, and no
avenues, streets, alleys, roads or ways in Baltimore County,
shall hereafter be opened, established or condemned, nor
shall the dedication of the same be adopted unless the plans
of said avenues, streets, alleys, roads or ways, including
the alignment, established grade, proposed disposition of
storm water drainage and the kind of material and class
of construction shall have been first approved in writing by
the said Roads Engineer of Baltimore County and further,
no sanitary sewer, storm sewer or water pipes shall be
installed in any avenue, street, alley, road, way or elsewhere
in Baltimore County, unless such proposed installation, in-
cluding the character of material to be used and especially
the size of sanitary sewer pipes, storm water sewer pipes
and water pipes shall have been first approved in writing
by the said Roads Engineer or the Chief Sanitary Engineer
of the Baltimore County Metropolitan District as the
County Commissioners of said County may direct. The
Clerk of the Circuit Court of Baltimore County shall refuse
to accept for record any plat attempting to lay out property
for development in Baltimore County, that has not been
approved by the Roads Engineer of Baltimore County, as
