SEC. 3. And be it further enacted, That before any ordi-
nance of the Mayor and City Council of Havre de Grace,
adopted pursuant to the provisions hereof, shall become
effective, such ordinance shall be submitted for acceptance
or rejection to the legally qualified voters of the City of
Havre de Grace at a regular ANY REGULAR OR
SPECIAL municipal election in accordance with the terms
of the Charter of the City of Havre de Grace, as enacted
by Chapter 835 of the Laws of 1941, and amendments
thereto. Publication of the title of this Act on the ballot
in any referendum shall constitute sufficient notice and
description of the purpose of this loan; namely, to finance
general improvements to the water supply system of the
City of Havre de Grace, notwithstanding the provisions of
Section 303 of the Laws of Harford County (1942 Edition).
SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
305 of the Code of Public Local Laws of Baltimore
County (1948 Edition), being Article 3 of the Code of
Public Local Laws of Maryland, title "Baltimore
County", sub-title "Public Works", sub-heading "Roads,
Bridges, Sidewalks and Storm Water Drainage", pro-
viding that the County Commissioners of Baltimore
County, with the approval of the Director of the Depart-
ment of Public Works, may regulate and control running
streams, watersheds and drainage courses COUNTY
