ney shall be the legal adviser of the City of Frostburg and
shall perform such duties in this connection as may be re-
quired of him by the council. His compensation shall be
determined by the council. The City of Frostburg shall
have the power to employ such legal consultants as may be
necessary from time to time.
OTHER PERSONNEL:
68. The council shall have the power, subject to the pro-
visions of this article, to appoint such officers and em-
ployees as it deems necessary to execute the powers and
duties provided by this charter and to operate the city
government. All officers and employees of the city govern-
ment shall be appointed only on a basis of merit and fitness.
CIVIL SERVICE COMMISSION:
69. There shall be a civil service commission consisting
of three members appointed by the council for six-year,
over-lapping terms. The members of the civil service com-
mission at the time this charter becomes effective shall
serve until the expiration of their term of office. On or
before the first day in June, 1954, and on or before the same
day every two years thereafter, the council shall appoint
one person as a member of the civil service commission for
a six-year term to succeed the member whose term expires.
Members of the civil service commission may be removed
by the council after reasonable notice and hearing. The
compensation of members of the commission shall be de-
termined by the council.
QUALIFICATIONS:
70. All members of the civil service commission must
have resided in the City of Frostburg for at least three
years preceding their appointment to the commission. No
member of the commission shall hold or be a candidate for
any public elective office. All persons appointed to the
commission must be known to be in sympathy with the
merit system principle as applied to public personnel ad-
inistration.
PROCEDURE:
71. The chairman of the commission for each biennial
period shall be the commissioner whose term next expires.
Two members of the commission shall constitute a quorum
for the transaction of business. The Clerk shall act as
