TEMPORARY BORROWING:

63. The City of Frostburg shall have the power to bor-
row on a short term basis any sum or sums not to exceed
in the aggregate Ten Thousand Dollars ($10, 000. 00), and
to issue notes or other evidences of indebtedness for such
borrowing. This money may be expended for any municipal
purpose. The notes or other evidences of indebtedness shall
be sold as provided by council. All notes or other evidences
of indebtedness issued under the provisions of this section
shall be paid from the taxes levied for the general purposes
of the city. Levying or collecting any special tax for the
payment of these notes or other evidences of indebtedness
is expressly prohibited. The notes or other evidences of in-

debtedness issued under the provisions of this section need
not be submitted to a vote of the qualified voters of the city

and they shall not be deemed to be included under the ten

per cent (10%) bond limit established by Section 62 of this
charter.

TAX EXEMPTION:

64. All bonds, notes, or other evidences of indebtedness
issued and sold by the City of Frostburg under the author-
ity of this charter shall be exempt from all state, county,
and municipal taxes in Maryland.

PURCHASING:

65. All purchases for the city government shall be made
by the clerk. The council may provide by ordinance for
rules and regulations regarding the use of competitive
bidding and contracts for municipal purchases.

ARTICLE VII

Personnel
CLERK TO THE COUNCIL:

66. The clerk shall serve as clerk to the council. He shall
attend every meeting of the council and keep a full and
accurate account of the proceedings of the council. He
shall keep such other records and perform such other duties
as may be required by this charter or the council.

CITY ATTORNEY:

67. The council shall appoint a city attorney who shall
serve at the pleasure of the council. The city attorney shall
be a member of the bar of Allegany County. The city attor-
