clerk and executive officer for the commission. The com-
mission may determine its own rules of procedure in ac-
cordance with the provisions of this charter.

VACANCIES:

72. Vacancies on the civil service commission for any
reason shall be filled by the council for the remainder of
the unexpired term.

UNCLASSIFIED AND CLASSIFIED SERVICE:

73. The civil service of the city shall be divided into the
unclassified and the classified service.

(a) The unclassified service shall comprise the following
offices and positions:

1. The mayor, the councilmen, and other elective officers,
and persons appointed to fill vacancies in elective offices

2. The city attorney.

3. Members of boards and commissions in the city's
service.

4. All part-time officers or employees of the city.

5. Persons employed to make or conduct a special in-
quiry, investigation, examination, or installation, if the
council certifies that such employment is temporary, and
that the work should not be performed by employees in
the classified service.

(b) The classified service shall comprise the Police De-
partment, the City Clerk, Street Superintendent, Water
Superintendent and Filtration Engineer, and all other
services shall be considered as in the unclassified service.
All positions in the classified service shall be subject to
the principles of the merit system as provided in this
article
SUB-TITLE. NOTHING IN THIS SUB-TITLE
SHALL BE CONSTRUED TO TAKE AWAY ANY
RIGHTS OR PRIVILEGES HELD BY MEMBERS OF
THE POLICE DEPARTMENT AT THE TIME THIS
CHARTER BECOMES EFFECTIVE.

RULES:

74. The civil service commission shall prepare a set of
rules and regulations governing the classified service. Be-
fore becoming effective, these rules shall be submitted to
