constructing, maintaining and operating the aforesaid
Municipal Center Building, and for no other purpose. In
the event that funds of the Town of District Heights, other
than the Municipal Center Building Fund, are available,
or shall become available for the purpose of defraying the
costs of constructing, maintaining, and operating the
Municipal Center Building, in whole or in part, the Town
Commission of the Town of District Heights, are hereby
authorized to reduce the rate of the Municipal Center
Building Assessment heretofore levied, and in the event
that such other funds of the Town are available in sufficient
amount to defray the entire costs of maintaining and
operation of the Municipal Center Building, then the Muni-
cipal Center Building Assessment shall not be levied during
the tax year or years in which such other funds are avail-
able. The Municipal Center Building Assessment shall be
levied, shall become due and payable, and shall be collected
in the same manner, for the same tax year, and at the same
time as other taxes levied on the real property in the Town
of District Heights by the District Heights Commission.

SEC. 5. And be it further enacted, That the District
Heights Commission shall have the power to charge fees
and rentals for the use of the said Community Center
Building or any portion thereof, under such rules and regu-
lations as it may from time to time establish, and the
proceeds from all such fees and rentals shall be deposited
in the Municipal Building Fund.

SEC. 6. And be it further enacted, That the District
Heights Commission shall be authorized to accept gifts and
contributions from any source whatever toward the con-
struction and maintenance of said Community Center Build-
ing, and the proceeds from all such gifts or contributions
shall be deposited in the Municipal Center Building Fund.

SEC. 7. And be it further enacted, That this Act and any
bond or certificate of indebtedness issued hereunder shall
be exempt from the provisions of Sections 33-36, inclusive,
of Article 31, of the Annotated Code of Maryland, 1939.

SEC. 8. And be it further enacted, That this Act shall
not become effective until it shall have been submitted to
the qualified voters of the Town of District Heights, Mary-
land, at the next regular municipal election, or at a special
election to be held on such date as shall be determined by
the District Heights Commission. There shall be printed
oh the ballots to be used at said election, the title of this
Act and underneath said title on separate lines, a square
